Mike will be presenting “Protect Your Prints – Reducing Biometric Cyber Exposure.” What’s one of the most powerful and secure methods of identity access control? Your own DNA, of course. But what happens if someone steals it? Imagine your stolen fingerprints being used to access your bank accounts or your organization’s data? After all, recovering a stolen fingerprint is substantially tougher than changing a password. In this session, Mike Muscatell will demonstrate through a series of live demonstrations just how easy it is to steal this information. Join him as he shares how to calculate your personal and business biometric risk and, more importantly, how to safeguard yourself and your company.

3.Panel discussion of Mecklenburg County’s Ransomware Attack (2 hours)

Mecklenburg County experienced an unprecedented ransomware attack in December 2017. The County’s crisis communication plan was put to the test throughout the incident, and the County Manager’s decision not to pay the $23,000 ransom vaulted Mecklenburg County into the national spotlight. This unfortunate incident brought light to the increasing number of cyber threats experienced in government. With both resilience and transparency, governments can avoid a complete communication crisis.

Stephen Walker (Fortalice) is a cyber security expert with nearly a decade’s experience planning and leading offensive engagements in the government and private sectors. Walker’s experience predicting cyber weapons’ effects, combined with his prior defensive roles, have given him an invaluable ability to evaluate clients’ security needs. He has participated in the network defense of the U.S. government, credit card industry and managed services environment.
Walker currently serves as Senior Cyber Security Advisor for Fortalice Solutions. In this role, he
provides subject matter expertise across all aspects of network, web application, wireless and
device security. He serves as a competent member of the Fortalice Penetration Testing Red
and Incident Response Teams. Additionally, Walker advises CIOs and CISOs of small, medium,
and large businesses on effective security practices and solutions—he identifies roadmaps to
improve security posture, and provides hands-on support to cyber security analysts to enhance
their ability to detect and respond to incidents.
Before joining Fortalice Solutions, Walker was a Principal Security Consultant at Raytheon
Foreground Security, where he led a full range of client penetration testing engagements. In
this role, Mr. Walker worked to define the methodology and offerings of the practice,
mentored consultants and developed a trusted advisor role for each client. Prior to this, Mr.
Walker worked as a Cyber Network Analyst at the Joint Warfare Analysis Center, where he
predicted cyber weapons effects. As a result of his exemplary work, Walker obtained the
highly-respected OSCE and OSCP certifications from Offensive Security.
Between 2002 and 2010, Walker served as a Senior Network Security Engineer at the Joint
Warfare Analysis Center, Global Payments, and Quality Technology Services. Here, he
provided enterprise-wide network security and engineering support, and developed a keen
understanding of various environments and solutions. He earned his B.S. in Computer Science
from Virginia Tech, with a Minor in Mathematics, and possesses the OSCE, OSCP, CEPT,
CCNA, CEH, and Security+ certifications, among others.



Vince Crisler is partner and co-founder of Fortalice Solutions, LLC., and
co-founder and CEO of Dark Cubed – is a cyber security professional with more
than 16 years of IT and leadership experience within the Department of
Defense, federal civilian government, and private sector.
Prior to his positions with Fortalice and Dark Cubed, Crisler supported the
Department of Homeland Security (DHS) and Sandia National Laboratories in
developing cyber security protection programs to defend the networks of
Federal Departments and Agencies, as well as those belonging to critical
infrastructure and key resources (CI/KR) owners and operators. He also served as
the primary author for the five-year technical vision for the National
Cybersecurity Protection System, a $3B cyber security program within DHS; and
co-authored the DHS Enhanced Cyber Services (ECS) Policy Paper for the
National Security Staff. This policy paper established a critical cyber security
information-sharing program in preparation for Executive Order (EO) 13636,
and improved Critical Infrastructure Cybersecurity and Presidential Policy
Directive (PPD)-21 Critical Infrastructure Security and Resilience.
Crisler served as the Director of Information Assurance for the White House’s
Executive Office of the President, and was responsible for creating the first ever
cyber security operations center to protect White House networks. As a
member of the United States Air Force, he served various organizations,
including the White House Communications Agency, the National Military
Command Center in the Pentagon, and Ramstein Air Base in Germany. Crisler
earned a Bachelor of Science in Computer and Information Science from the
Ohio State University and currently lives in the Washington D.C. area.



Stephanie Smith serves as the Director of Information Technologies Security and Engineering Services for Mecklenburg County. She is responsible for leading county-wide information security efforts focused on securing data and protecting system operations from malicious intrusion and unauthorized use while providing technical engineering services that ensure reliable and scalable infrastructure.

Prior to joining the County, Smith was the Chief Information Officer for Partners Behavior Health Management providing leadership and management of the IT Department with overall responsibility for the planning, delivery and maintenance of cost effective technology solutions targeted to support and enable business needs.

With over 20+ years of progressive leadership responsibilities in IT and Security, Smith utilizes her extensive business, technical and policy expertise to strengthen Mecklenburg County’s IT Security preparedness.

Smith earned a BS, Information Technologies from East Carolina University and has certification as well as professional development in Government Chief Information Officer from the University of North Carolina at Chapel Hill.



Russ Ollis currently serves as the IT Security Architect for Mecklenburg County Government. In this role he is responsible for guiding the County’s efforts related to forming strategic partnerships and selecting technologies to assist the County with daily operations of the Information Security team, including vulnerability and threat identification and remediation, incident response, and compliance reporting.

Russ has more than 20 years of experience in both the public and private sector where he has been responsible for implementation and support of infrastructure technologies including networking, data center, and security. Before joining Mecklenburg County, he served as a solutions architect for Corus360 providing infrastructure and security technology solutions to a wide range of customers in the public and private sectors.

Ollis is a U.S. Navy veteran who earned his BS in MIS from Limestone College in Gaffney, SC. His professional development activities include multiple technology vendor certifications as well as County Government CIO certification from the UNC School of Government.



Mike Muscatell is a seasoned IT veteran with more than thirty years in the Information Technology field, twenty of those years in the Information Security field. Early on in his career he successfully developed the first IT operations center in ’95 at NationsBank / Bank of America. He developed the Information and Cybersecurity Program for Snyder’s-Lance Inc. where he is the Information Security Manager. He is a certified ethical hacker and a certified penetration tester. He has been honored as one of the top 100 professionals in the Information Security Field by Strathmore’s Who’s Who for 2014 and also featured in Food Engineering Magazine discussing The Cyber Threat. Mike belongs to a number of security organizations including Infragard, US Chamber of Commerce Cyber Committee, and The International Cyber Threat Task Force where he is a member of the Cyber Council.
