You are cordially invited to attend our next Eastern Carolina InfraGard meeting on Wednesday April 17th at Cisco from 1-4pm.

Our keynote presenter will be FBI Special Agent John Maser.

Presentation Summary:

Mass Casualty Events come in many shapes and sizes, from gun shots to explosive devices. They have touched every state and every industry. Planning and preparation are no longer suggestions, they are necessities. This presentation will include discussion regarding an organizations preparation and response to Mass Casualty Events and the short-term and long-term impacts and considerations that are often left out of planning. This presentation will help organizations better prepare for such an event by exploring best practices learned from previous events and field training exercises. It will also discuss the necessity for realistic training and tests of plans. It will include the perspective of the law enforcement/first responder response and considerations resulting from crime scene processing.

Presenters Biography:

John Maser is a Special Agent for the Federal Bureau of Investigation in the Charlotte Division, Raleigh Resident Agent, currently assigned to investigate Cyber Intrusion matters, both criminal and national security. SA Maser began his career as a FBI Special Agent in 2004 in the Cincinnati Division, investigating White Collar Crime. SA Maser has also been assigned to the Philadelphia Division, investigating Public Corruption, and to FBI Headquarters in Washington, DC, where he was a Supervisory Special Agent at the National Cyber Investigative Joint Task Force. SA Maser is a Team Leader for the FBI’s Evidence Response Team (ERT) and an Emergency Medical Technician (EMT) with the FBI’s Operational Medical Program.
Before joining the FBI, SA Maser was an accountant with an international accounting firm. He earned a Bachelor’s degree in Accounting from N.C State University in 2000 and a Master’s Degree in Accounting from N.C. State University in 2001. SA Maser is a Certified Public Accountant and a member of the American Institute of Certified Public Accountants.

Will include a panel discussion on emergency management and mission continuity with Dr. Amy Orders, Greg Parrot and David Musick.


Dr. Amy Orders’ biography:

Amy Orders is the Managing Director of Emergency Management and Mission Continuity for NC State University in Raleigh. Dr. Orders began her career in radiation safety and environmental health, with experience spanning medical, industrial and academic settings. Her current scope of work covers areas within administration, IT, health/safety, and preparedness/recovery.

Dr. Orders is a faculty member in the NC State College of Education and serves on national and international working groups for safety and security. She earned Bachelor (UNC Chapel Hill) and Masters Degrees (Midwestern State) in Radiologic Science, Masters in Health Occupation Education (NC State) and a Doctorate in Education (NC State). She maintains several certificates and registrations associated with safety, health and security qualifications.

Greg Parrott’s biography:

Mr. Parrott has been in the computer business since 1984 and became interested in emergency response while on the IBM emergency response team. Wanting to increase his medical knowledge, Greg became an EMT-Basic and eventually went on to become a volunteer with Parkwood Fire Department in Durham in late 1992. Over the years Greg volunteered and worked as a firefighter, EMT, hazmat technician, emergency rescue technician, and fire driver and aerial operator with multiple departments within Durham County. He also volunteers for Cisco Systems Disaster Incident Response Team (DIRT) which responds with communications equipment capable of providing data and voice communications within 15 minutes of arrival on site and is a team leader with the Cisco site emergency response team.

David Musick’s biograpghy:

David Musick is Team Lead of Region IV’s FEMA Integration Team embedded with North Carolina Emergency Management (NCEM). He is part of a four person team that provides technical assistance, training, and coordination support.

Musick previously worked at FEMA headquarters in Washington, D.C., where he served in the Technological Hazards Division as the Acting/Deputy Chief of the Policy and Doctrine Branch. He recently served a year-long assignment as the division’s Executive Officer, responsible for developing the National Preparedness Doctrine, rulemaking, regulations, and guidance documents, and representing the agency with the public and other federal, state, tribal, and territorial partners.

Prior to his roles at headquarters, Musick served in FEMA Region II in New York City, as Deputy and Acting Federal Preparedness Coordinator, Chief of the Technological Hazards section, and Chair of the Regional Assistance Committee in the Radiological Emergency Preparedness program. He has deployed to numerous presidentially declared disasters, as well as serving in the Regional Response Coordination Center as the Deputy Director, Chief of Staff, Operation Section Chief, and as a Deputy Chief of the Regional Response Coordination Staff.

Prior to FEMA, Musick worked for the U.S. Environmental Protection Agency, serving as the Director of the Emergency Response Center in Las Vegas and as an Environmental Health Scientist in the North Carolina office.

Musick served with the U.S. Air Force as commander supporting the US Army 75th Ranger Regiment (Georgia) and 82nd Airborne (North Carolina), where he was a parachute qualified jumpmaster Meteorologist and completed USAF survival school and the Ranger program.

Musick has a Master of Public Health Degree (UNLV), Master of Science in Atmospheric Science (NC State University), and a Graduate Certificate in Meteorology (St Louis University). He is a 2016 graduate of the National Emergency Management Executive Academy and a 2018 Cohort of the Naval Post Graduate Program for Radiological Emergency Preparedness. Selected as 2019 Cohort for Executive Leadership Academy in Emergency Management.
